John Wayne Carter, 84, of Conway, AR went to be with the Lord on Saturday, December 20, 2025. He was born on November 28, 1941, in Memphis, TN, to the late Cecil Carter and Wilowdean Banks.

John Wayne graduated from Conway High School; and then worked for the county road department. He was very skilled in all facets of road building in Faulkner County. He married Delcie in 1972 and together began a sweet life together; they loved to travel, look at the cows, and created the best little home for their kids. He became the Faulkner County Judge in 1993, and that was one of the highest honors for him. He was a people person and loved socializing and helping make this place better for those residence. In his younger days he really enjoyed fox hunting; he made many friends all over the countryside with this hobby. He served for 7 terms before retiring in 2006.

He was preceded by his parents; wife of 51 years, “Dale”; son, Shane Carter; and siblings, Gary Carter, and D.C. Bass.

John Wayne was survived by his children, Pam Rankin, and Kenneth Wayne (Vickie) Carter; grandson, Jason Carter; great grandchildren, Khloe Carter and Kinzey Rose; siblings, Kay (Robert) Shock and David Bass; his friend, Kay Ward (a very special thanks to Kay for all she has done); and a slew of friends he made in Faulkner County.

There will be a graveside service on Tuesday, December 23rd at New Liberty Cemetery at 10:00 am, with Bro. Freddie Mark Wilcox, his dear friend, officiating. There will also be a visitation on Monday, December 22nd at Wilcox Family Funeral Home from 6:00 – 8:00 pm.
